Detail: Since 1992 Russia is restructuring the defense industry complex in accordance to the Law on conversion which is understood as a state-controlled process of organizational, legal, technological, scientific, technical and socio-economic changes in the defense industry in order to partly or wholly redirects its former defense production capacities, scientific and technical capabilities and manpower to civilian production. Since 2000 when the Forum High Technology of defense industry was established for the first time at the initiative of the Moscow Government the realities of the current Russian economy have greatly progresses and proved high significance of the International Forum High Technology XXI as a coherent event in Russia showcasing the last technological achievements and conversion innovations at the service of international society and people. Since the beginning the International Forum is being held at the initiative of the Mayor of Moscow and under the support of the Government of the Russian Federation and the Moscow Government. Federal and regional executive and legislative power entities of the Russian Federation , the Russian Academy of Sciences take part in preparing the Forum. Prominent scientists, leaders of the Russian science and industry have jointed the Forum Organising Committee headed by the Mayor of Moscow Mr. Y. Luzhkov.
